Las reflexiones sobre ciudad, mujeres y seguridad trazan ejes reflexivos para la academia, el diseño y la implementación de políticas públicas. Prevenir y atender las manifestaciones de la violencia, tan variadas como las propias relaciones de poder que encarnan, ha probado ser una tarea desafiante. El artículo analiza cómo los aspectos subjetivos del acoso sexual en lugares públicos plantean retos para la integralidad de las políticas públicas para erradicarlo. Se basa en las experiencias de acoso de tres mujeres, durante su tránsito por el espacio público, en Quito, una de las cinco ciudades escogidas para la iniciativa piloto de ONU Mujeres “Ciudades Seguras y Espacios Públicos Seguros”. Examina el papel de dichos aspectos subjetivos en la interacción entre el Protocolo de actuación en casos de violencia sexual en el sistema integrado de transporte de pasajeros de Quito y la legislación nacional, con énfasis en el Código Orgánico Integral Penal.Reflections about city, women and security draw reflexive axes for academia, and for the design and implementation of public politics. To prevent and address the manifestations of violence, as varied as the power relations that they embody, has proven to be a difficult and challenging task. This article analyzes how the subjective aspects of sexual harassment pose challenges for the integrity of public politics to eradicate it. It is based on the experiences of harassment during their transit through the public space of three women, in Quito, one of the five cities chosen for the pilot initiative of UN Women “Safe Cities and Safe Public Spaces”. Also, it examines the role of such subjective aspects in the interaction of the Protocol for action in cases of sexual violence in the integrated passenger system of Quito and the Integral Penal Code.
