El simple hecho de que las tareas del Estado sean susceptibles de afectar a los gobernados es razón suficiente para que sean de conocimiento general. Más aún si existe un contrato electoral signado en las urnas entre representantes y representados en torno a un proyecto de gobierno, fundado en una serie de políticas generales y particulares sobre los más distintos aspectos de la vida social, cuyo desarrollo solo puede valorarse en la medida en que el ciudadano tenga acceso a las fuentes de información de los órganos del Estado. No está por demás subrayar que la mejor manera de que el ciudadano tenga la posibilidad de investigar y revisar cómo se manejan los asuntos públicos es cuando existe un derecho vigente; es decir, cuando el derecho a la información se convierte en parte integrante del sistema normativo, lo cual supone un deber correlativo de las entidades públicas.
