El 3 de marzo de 2012, cinco días antes de la marcha Plurinacional por el Agua la Vida y la Dignidad de los Pueblos, diez ciudadanos fueron detenidos por grupos élite de la Policía Nacional cuando se encontraban reunidos en un inmueble ubicado en el sector de Luluncoto, al sur de la ciudad de Quito. Estos ciudadanos fueron detenidos bajo “la sospecha” de que tendrían previsto planificar actos que pondrían en riesgo la seguridad del Estado. En primera instancia se los acusó por una multiplicidad de delitos, aproximadamente 54, tipificados en el libro II del Código Penal, Título I “de los Delitos Contra la Seguridad del Estado” y se ordenó su prisión preventiva mientras la Fiscalía realizaba las investigaciones pertinentes. Posteriormente, se los acusó y sancionó con el art. 160.1 de “terrorismo organizado”, el cual fue integrado al Código Penal en 1974 durante la dictadura militar de Rodríguez Lara.
