La revolución del ocho de septiembre de 1876 había resultado del todo contraproducente para la causa de la libertad. Aquel esfuerzo supremo de gran parte de la República ecuatoriana contra el viejo despotismo Garciano, que, en mala hora, llevado de escrúpulos monjiles y de una incomprensible debilidad, intentó continuar al pobre D. Antonio Borrero, tuvo la consecuencia inmediatade un Veintimilla. Este procedió a derechos en sus comienzos, ayudado por la flor y nata del partido liberal, a pesar de las farsas del clero y de las intrigas de los conservadores, a quienes supo mantener a raya con una administración enérgica, actos de valor innegable, como la ruptura del Concordato.
