Desde la aprobación de la Declaración de Derechos Humanos de París, en 1948, ha comenzado a tener vigencia el concepto del derecho a la información como la configuración del derecho a recibir, difundir e investigar informaciones y opiniones. Evidentemente, tal instituto jurídico encierra una compleja naturaleza por encerrar un plexo de facultades y obligaciones, tanto para quien produce y emite la información, cuanto para quien la recibe, reconoce y resemantiza la misma. En este marco, la radiodifusión -a la luz de la legislación-debe ser interpretada como un medio técnico particular que se utiliza para el ejercicio de derechos reconocidos a nivel nacional e internacional como el de la libertad de expresión, de prensa y el derecho a la información.
