Pese a que el gobierno ecuatoriano desde el 2008 ha promulgado una política de movilidad humana y “apertura de fronteras”, los procesos legales en estos últimos ocho años contradicen esta postura con respecto a ciertas poblaciones migrantes, entre ellas la procedente de Cuba. Estas contradicciones son patentes tanto en las actas del Consejo Consultivo de Política Migratoria, que modificaron los requisitos de acceso en diferentes temporalidades para los ciudadanos cubanos, como en los Acuerdos Ministeriales que impusieron a esta población el visado a partir de diciembre de 2015. De esta situación se destaca, por lo tanto, un doble discurso que oscila entre la apertura y la restricción.
