Uno de los desafíos que el Nuevo Constitucionalismo Latinoamericano trae, en tanto patrón de cambio constitucional que involucra a Venezuela, Bolivia y el Ecuador, refiere a establecer qué tipo de régimen político prevalece en dichos países. En este ensayo se indaga esta problemática para el caso boliviano usando un enfoque que enfatiza en los daños relevantes en, factores sumergidos del juego de la competencia política. Se rechaza la hipótesis de que el día que Morales asume la presidencia, se hubiera producido un cataclismo inmediato hacia el autoritarismo debido a su talante populista y se constata más bien que la democracia en Bolivia duró varios años luego de que éste asumiera la presidencia, no siendo empero la idea de “democracia delegativa“, la mejor categoría para reflejar este desarrollo. Luego, sobre la base de una crítica tanto frente a las virtudes de los movimientos sociales, como frente a la resciliencia que se le quiere atribuir a la democracia en Bolivia, la ponencia llega a la conclusión de que mediante una polémica decisión del tribunal constitucional de 2013, la democracia finalmente acabó colapsando, sin que la idea del “autoritarismo competitivo” pueda reflejar de manera exacta este desenlace.One of the challenges the New Latin American Constitutionalism poses is to decipher what kind of political regime emerged in Venezuela, Ecuador and Bolivia. In the light of an alternative approach, based on what the paper calls relevant damages to ‘submerged factors’ of the political game, this paper will tackle this issue for the Bolivian case. The author comes to deviating conclusions from those scholars believing competitive authoritarianism is the regime that arose from the onset, and from those that contend democracy is still existent though in a delegative form. The author rejects the thesis that authoritarianism began the day Morales and his populism took power, and argues instead that democracy has even outlasted the total constitutional reform, whereby the delegative form does not fit well as descriptor. However, opposed to assuming Bolivia still is a democracy, and being skeptical about the authenticity of the role social movements play in ruling the country, the author contends that Bolivia eventually became a non-democracy formally since 2013, creating a kind of regime other than competitive authoritarianism.
