Al promediar la década de los 70, el continente vivió una de las etapas más intensas de implantación de regímenes autoritarios. En América del Sur ocho de los diez países de origen latino -Ecuador, Perú, Brasil, Bolivia, Uruguay, Paraguay, Argentina y Chile tenían gobiernos militares, mientras permanecían prácticamente aislados los gobiernos civiles de Venezuela y Colombia. En América Central, con la excepción de Costa Rica, se conservaban en el poder gobiernos de fuerza cuyos orígenes, en algunos casos, se remontaban a la oleada de dictaduras surgidas en esa subregión luego de la Gran Depresión de inicios de los años 30.
