La presente tesis tiene como objetivo general realizar un aporte al debate sobre los
alcances y las formas que adquirió la revitalización de la organización y acción sindical, más precisamente en las instancias de representación directa de los trabajadores en los
establecimientos laborales, experimentada en la Argentina durante el ciclo de gobiernos
kirchneristas, abarcando los años 2003 a 2015. Para ello describiremos y analizaremos las contradicciones, tensiones y disputas entre distintas estrategias sindicales en una actividad económica en particular: la fabricación de neumáticos. La industria del neumático nos parece relevante por ser una actividad madura, altamente concentrada y extranjerizada que, además, forma parte del complejo automotriz. Asimismo el Sindicato Único de Trabajadores del Neumático Argentino (SUTNA) es uno de los pocos
gremios industriales en la Central de Trabajadores Argentinos (CTA). A pesar de que el
SUTNA es un sindicato de una rama económica, las seccionales tienen un alto grado de
autonomía respecto de la conducción nacional, incluso en la negociación colectiva. Cada
seccional corresponde a los obreros de cada una de las tres grandes fábricas del neumático del país. Por ello hemos decidido abordar la dinámica sectorial a partir de estudios de caso, seleccionando las empresas Bridgestone y FATE. El período escogido reconoce su punto de partida en la traumática salida de la convertibilidad en 2002, durante la presidencia de Eduardo Duhalde, por aplicación de la Ley de Acefalía, año bisagra entre el estallido de la crisis económica, social e institucional en 2001 y las elecciones en las que Néstor Kirchner fue elegido presidente en 2003. El año final de
este período se corresponde con la culminación del segundo mandato presidencial de Cristina Fernández de Kirchner, y en el cual fue elegido presidente Mauricio Macri.
