Pesquisa de caráter quantitativo e qualitativo, cujo objetivo foi analisar o Programa Cisterna no Estado do Ceará, no período de 2006-2016, com vistas a demonstrar a efetividade da política pública nas condições de acesso da população rural e pobre à água potável pelo programa indicado. A partir de levantamento documental que visa construir percurso dos temas e das respostas do Estado, como as práticas e os conceitos que embasaram as soluções para a secular demanda hídrica das populações sertanejas, no estado cearense. Dentre os conceitos estruturantes que iluminaram a compreensão do objeto de pesquisa, destacaram-se: convivência com o semiárido, tecnologia social, ciclo de políticas e efetividade em política pública. Alcançaram-se as evidências de que o Ceará é o segundo maior executor em números de cisternas para água de consumo no semiárido brasileiro, ficando atrás apenas do Estado da
Bahia. Ademais, os dados apontaram o alto nível de eficiência do Programa, comprovada pela execução física e financeira no Brasil e no Ceará. É uma ação de política pública em rede, junto a entes federados, como Estados e Municípios, com execução no território pela rede ASA, associação e afiliadas locais, foram responsáveis por mais de 90% das mais de duzentas mil cisternas construídas no Ceará, no período pesquisado. Governança inovadora, com aspectos intra e interinstitucional, a qual resultou em desenho operacional inovador, com base legal própria, em que, no período estudado, construiu experiência única de execução de políticas públicas entre o governo e respectivos pares, entre governo e sociedade civil.
