Uno de los campos de conflicto político en que se expresa el nuevo ciclo de movilización anti neoliberal es la contienda extractiva. Cajamarca es uno de los departamentos del Perú donde la minería a gran escala se expande durante los 90’s, como expresión o consecuencia de los cambios institucionales asociados al proceso liberalización económica. En los distritos de Cajamarca, La Encañada y Baños del Inca, de la provincia de Cajamarca, opera desde 1992 Minera Yanacocha, rostro de la coalición entre el capital extractivo estadounidense de la Newmont Mining Corporation y uno de los grupos mineros oligárquicos más poderosos del Perú controlado por la familia Benavides: Minera Buenaventura. Minera Yanacocha inició operaciones en Cajamarca en un contexto institucional configurado por el cambio constitucional de 1993 y la aplicación de las reformas de ajuste estructural asociadas al denominado “Consenso de Washington”.
