El propósito de esta tesis es explorar cómo un derecho de propiedad privado sobre un bien intangible se transformó en un asunto en el que recursos públicos escasos y denodados esfuerzos estatales son destinados a reforzar su observancia. No siempre las infracciones de propiedad intelectual fueron cuestiones relevantes, ni mucho menos asuntos de seguridad internacional como parecieran en la actualidad. Incluso, muchos derechos de propiedad intelectual que los países reconocen en la actualidad, hace treinta años no estaba tan claro siquiera que debiesen ser protegidos por la ley.
