La presente investigación desde una aproximación teórica deductiva basada en el marco analítico de diseño de políticas públicas explica la relación causal existente entre la adopción de objetivos de política antitrata de personas y la falla moderada en la implementación de la política pública, específicamente en la protección integral. Para ello, analiza dos estudios de caso, Argentina y Colombia que son significativos en la lucha contra la trata de personas en América Latina. Se aplica el método de reconstrucción de procesos y la formulación del mecanismo causal que permiten comparar patrones teóricos, identificando diferencias en los contextos y las realidades sociopolíticas.
