La presente investigación busca responder a la pregunta ¿por qué la participación ciudadana mejora los controles democráticos en la política de agua y saneamiento? El objetivo ha sido determinar si existe una relación causal entre la participación y los controles democráticos. Se propone la hipótesis de que la adopción de objetivos de participación ciudadana en el sector del agua y saneamiento conlleva a la formulación de una política pública participativa, esto deviene en un cambio de coordinación intersectorial en donde la política de agua y saneamiento se coordina con otros sectores de políticas, que produce cambios en las interacciones entre actores estatales y no estatales, así como entre gobierno nacional y gobiernos locales, a través de un estilo de implementación participativo e incluyente, que da como resultado un mejoramiento de los controles democráticos en el sector del agua y saneamiento.
