El presente trabajo analiza el modelo de gestión urbana en la Ciudad Autónoma de Buenos Aires a partir del estudio de la política de distritos económicos, particularmente el caso del Distrito del Deporte y el proyecto de Villa Olímpica, implementados en la comuna 8. El interés en el estudio de la zona sur radica en que la misma ocupa el centro de la agenda pública urbana desde hace décadas. Es precisamente en esta zona, que registra los mayores niveles de vulnerabilidad social, económica y habitacional, donde se implementaron la mayoría de las políticas aquí estudiadas. Se parte de la idea de que los procesos económicos y políticos definen y condicionan los modelos urbanos. La tesis dialoga con diversas teorías sobre el estado y las políticas públicas y urbanas, poniendo el acento en las transformaciones institucionales que se despliegan en el marco de un modelo de gestión urbana neoliberal y empresarialista. El trabajo se estructura sobre la idea de que el neoliberalismo, y las lógicas del empresarialismo urbano, no se despliegan de forma pura ni lineal. Se pretende comprender ciertas dinámicas urbanas a partir del análisis de los distintos actores sociales que intervienen en el proceso:
estado, mercado, y sociedad.
