La elaboración de políticas públicas en materia de género en contextos de cooperación internacional para el desarrollo (CID) pone en juego dinámicas de interpretación de sentidos, construcción de definiciones y pujas por legitimación de intereses. Este estudio parte de la experiencia del Programa EUROsociAL+ y Argentina (2016-2022) -Eje de Autonomía Física, Área de Políticas para la Igualdad de Género- donde la Unión Europea apoyó técnicamente tres políticas públicas argentinas: la Encuesta de Prevalencia de Violencias de Género, el Módulo de Empoderamiento Económico para Mujeres en Situación de Violencia y el Protocolo de Investigación y Litigios sobre Femicidios. La complejidad de estos procesos, teniendo en cuenta la multiplicidad de actores y los desafíos de articulación interinstitucional, confluyen en políticas públicas que producen y reproducen significados a nivel nacional, regional e internacional, sobre los modos de abordaje de la problemática de género y su legitimidad en agenda pública y estatal. Estos espacios habilitan dos mecanismos: de “extrañamiento de lo propio” -momentos de reflexión y desnaturalización de sentidos pre construidos- y de “congregación de lo nuestro” – de potencialización de una agenda regional latinoamericana.
