Esta dissertação analisa o panorama da produção acadêmica sobre atenção à saúde
mental dos estudantes universitários, no âmbito da área de atenção à saúde preconizada pelo
PNAES, questionando seu alinhamento à racionalidade neoliberal implantada na gestão
universitária. A partir de referencial teórico materialista histórico-dialético, propomos uma
reflexão do sentido social da Universidade no contexto do capitalismo dependente no Brasil, e
sobre a forma como a socialidade capitalista atua na formação da subjetividade e,
particularmente, como a racionalidade neoliberal produz e gestiona o sofrimento psicológico
na atualidade. Foi realizada revisão narrativa de produções científicas sobre as estratégias
utilizadas pelas IFES (ações, programas, projetos e serviços) para executar ações de atenção à
saúde mental dos universitários no âmbito do PNAES. Através da Análise de Conteúdo
temática, foi possível identificar uma visão predominante de saúde mental alinhada à lógica
neoliberal de disposição ótima do sujeito para a contínua exploração, condizente com a
dificuldade de implantar propostas de intervenção que contemplem características
democráticas e emancipatórias. Foi identificado também que a Psicologia, nos dispositivos de
assistência estudantil, busca construir uma nova identidade em seus fazeres no sentido de uma
Psicologia Escolar e Educacional, mas ainda é identificada pelo público-alvo e pela instituição
como recurso clínico, pressionando as equipes com a expectativa de atendimento de uma
demanda crescente. Como resultado proeminente da análise, foi identificada a ausência
marcante de amparo teórico e de discussão a respeito das categorias Estado, Políticas Públicas
e Universidade, o que pode ser inferido como um dos principais entraves à construção de
alternativas que atendam à complexidade e profundidade do sofrimento psicológico
identificado na população universitária. Considerando as limitações de nossa análise,
entendemos que são necessários estudos aprofundados de base sociológica sobre o tema, que
utilizem metodologias compreensivas que considerem a variedade de atores envolvidos no
tema, especialmente os universitários.
