Como bien sostenía Charles Wright Mills (1957) en su estudio clásico sobre la élite de poder en Estados Unidos, comprender su naturaleza y su dinámica no puede estar al margen de los condicionamientos de tiempo y espacio que las enmarcan. Sin embargo, a pesar de la recomendación de Mills, a veces se nos escapa el hecho de que por más que compartan elementos en común a lo largo la historia, las élites no siempre se comportan de forma idéntica a como lo habían venido haciendo, por lo que es necesario estudiarlas en sus contextos espaciotemporales específicos. En el caso particular de América Latina esos marcos se comprenden, en primer lugar, a partir del abordaje de la situación estructural de dependencia de las modalidades de manifestación de los capitalismos latinoamericanos respecto al mercado mundial; una situación de dependencia que se ha venido desplegado, aunque no sin cambios significativos, a lo largo de los últimos siglos.
