La presente investigación tiene como foco de interés el estudio de las políticas públicas destinadas al/la Profesor/a Adscripto/a de Enseñanza Media en Uruguay entre 1985 y 2019. Esta figura es un referente para la casi totalidad de los actores institucionales (alumnos/as, padres, madres, profesores/as, dirección, etc.) y cumple un rol esencial en el funcionamiento de cualquier centro educativo de Enseñanza Media. Sin embargo, como se verá en la presente tesis, no tiene regulada, actualmente, una formación específica acorde al rol docente que desempeña en dichos centros educativos ni una carrera funcional definida. Esta tesis analiza la temática referida centrando el eje de análisis en el conocimiento de las políticas educativas destinadas a su profesionalización a partir de esas dos dimensiones: la formación docente y la carrera docente, identificando, a su vez, los componentes de la cultura institucional y del marco normativo estatutario que inciden en sus avances y retrocesos durante el período referenciado, a través de un estudio cualitativo basado en el análisis documental y el relato de informantes calificados.The present investigation has as its focus of interest the study of public policies aimed at the Associate Professor of Secondary Education in Uruguay between 1985 and 2019. This figure is a reference for almost all institutional actors (students/ as, fathers, mothers, teachers, management, etc.) and plays an essential role in the operation of any Secondary Education center. However, as will be seen in this thesis, currently, there is no regulated specific training in accordance with the teaching role performed in said educational centers or a defined functional career. This thesis analyzes the aforementioned subject, focusing the axis of analysis on the knowledge of educational policies aimed at their professionalization based on these two dimensions: teacher training and the teaching career, identifying, in turn, the components of the institutional culture and of the statutory regulatory framework that affect its advances and setbacks during the referenced period, through a qualitative study based on documentary analysis and the report of qualified informants.
