Em 2011 foram criadas as equipes de Consultório na Rua (eCR) no Sistema Único de Saúde
(SUS), com o objetivo de oferecer atenção integral à saúde da população em situação de rua
(PSR), evento que fez as diretrizes da Atenção Básica, a lógica da atenção psicossocial e a
estratégia de redução de danos. Atualmente, existem cerca de 171 equipes com atuação em
quase todo o Brasil. Este estudo tem por principal objetivo descrever o processo de
implantação do Consultório na Rua de Santo André, que se constituiu a partir da transição da
Unidade de Redução de Danos, (Plano Crack é Possível Vencer), no eixo do Cuidado
(aumento e atenção aos usuários), assim como seu percurso na Rede de Atenção à Saúde
(RAS) do município de Santo André no período de 2013-2016. Dessa forma, a dissertação
pretende fazer emergir as negociações, os impasses e conflitos com que se viu às voltas o
Consultório na Rua. Em termos metodológicos, trata-se de uma pesquisa qualitativa,
subsidiada por minhas próprias experiências, como protagonista que fui dessa história, em
uma espécie de autoetnografia, complementada pela consulta de documentos oficiais,
informações disponibilizadas em periódicos, impressos e virtuais, além do debate com a
literatura disponível sobre o assunto. Trata-se, portanto, de historicizar a oferta de cuidados a
uma população historicamente desassistida.
