La persistencia de la OTAN es tal vez uno de los hechos más relevantes en las relaciones internacionales y la seguridad internacional. Esta alianza militar trascendió su misión en el contexto de la Guerra Fría, superó la desaparición de los elementos en que se basó su creación y se ha consolidado como una organización global de seguridad en pleno siglo XXI.
El presente trabajo estudia, desde una perspectiva constructivista, la supervivencia de la OTAN; la ampliación en el alcance de sus objetivos y la diversificación del carácter de sus actividades, que hoy van desde el combate al terrorismo internacional y a la violación de los derechos humanos hasta intervenciones de carácter humanitario en lugares antes impensados. La investigación analiza el manejo, producción y articulación del discurso interno de la OTAN como mecanismo de reinvención e instrumento a través del cual la organización ha seguido construyendo “un otro”, al que se atribuye el posicionamiento de los problemas actuales tanto a nivel transatlántico como global. Mediante el análisis discursivo, este trabajo permite comprender cómo el discurso ha generado, promovido y consolidado un sistema de adaptación continua de la organización que no solo le ha permitido sobrevivir, sino reinventarse.
El cuidadoso estudio del discurso, llevado a cabo en este trabajo, permite comprender la lógica subyacente de la OTAN y junto al marco constructivista utilizado, provee un entendimiento profundo sobre la dinámica institucional interna de la organización. La conjugación de la teoría y la metodología, que realiza la otra autora, complementa y contribuye a la literatura actual relativa a la OTAN y propone una perspectiva innovadora que permite trascender posibles limitaciones en los acercamientos tradicionales, convirtiéndose en un aporte clave al estudio contemporáneo de las relaciones internacionales.
