Esta investigación se concentra en los efectos producidos por la Estrategia de Seguridad Nacional de Estados Unidos sobre los organismos policiales e América Latina entre los cuales destaca la militarización policial, la creación de unidades policiales autónomas para la lucha contra el narcotráfico y la alteración del control de la cadena de mando en las policías locales. En este sentido se propone, en primera instancia, una revisión del citado instrumento internacional empleado por Estados Unidos para dotarse de seguridad en el plano nacional e internacional. Seguidamente, se presentan diferentes dimensiones de estudio de los organismos policiales latinoamericanos.
El caso de la Policía Boliviana sirve como caso empírico para demostrar la influencia norteamericana en materia de seguridad en la década de los noventas. El marco elegido es la “Guerra contra las drogas” durante el período de post Guerra Fría y el ajuste estructural de la economía en varios países latinoamericanos, particularmente en Bolivia.
