A través de este estudio de caso, se pretende dar luces que puedan encaminar respuestas al cuestionamiento sobre el rol de las organizaciones internacionales como agentes de cambio en las políticas públicas locales, nacionales, regionales y globales. Evidentemente, esta es una pregunta que actualmente intriga a la academia y a los estudiantes de políticas públicas y gobernanza, de ahí su importancia. Este caso involucra además la construcción de una herramienta de gestión territorial en la región andina. En ella participan diferentes gobiernos, cuyas actuaciones se verifican mediante autoridades estatales y comunidades locales, indígenas y no indígenas, asociadas a la red de caminos ancestrales andinos, cuya participación es fundamental para la conservación del patrimonio natural y cultural.
