Según la propuesta del movimiento indígena y varios estudios sobre el tema, las comunidades son la base para la construcción de los gobiernos comunitarios indígenas. Por ello, este estudio está orientado a examinar las prácticas de gobierno comunitario: el caso de las comunidades de la parroquia González Suárez (Pijal, Mariscal Sucre, San Agustín de Cajas, Caluquí, Gualacata, Eugenio Espejo de Cajas e Inti Waykopunko), ubicadas en la zona de Otavalo, en los últimos diez años (1996–2006). Su objetivo es analizar el manejo y control de los recursos naturales, la memoria histórica y el ejercicio de autoridad sobre territorios, como elementos clave que sustentan la autonomía o el llamado gobierno comunitario.
