La provincia de Tungurahua es considerada un ejemplo exitoso de desarrollo mercantil en la sierra ecuatoriana, caracterizada más bien por amplias zonas en estancamiento económico. Una explicación parcial de por qué se ha producido este despegue económico, se encuentra en las transformaciones agrarias del Siglo XIX que permitieron la difusión de la pequeña y mediana propiedad rural que coexistieron con un débil sistema hacendario. Durante el Siglo XX, el papel estratégico del sistema de feriar, la extensión del sistema educativo y el impacto de algunas políticas públicas de protección permiten situar elementos multicausales de un desarrollo territorial que sin embargo mantiene áreas de población indígena en condiciones de pobreza.
