El avance del proceso revolucionario es innegable, sin embargo, la repercusión de las deformaciones, vicios e influencias del pasado inmediato, aunado a la dinámica y contexto geopolítico internacional sobre el que transitamos actualmente, genera un problema estructural que no permite un desarrollo sostenido y equilibrado de las políticas sociales. Esto habla de la necesidad de continuar con la construcción y desarrollo de los nuevos pensamientos para la transformación de la sociedad. Ello traerá consigo, un sistema de actuación donde se creen las condiciones para que las personas contribuyan al máximo, con su talento, esfuerzo y dedicación. Además, se podría asegurar un desarrollo endógeno, cuyos resultados pueden propiciar el balance entre conocimiento universal con soberanía nacional, libertad de investigación con compromiso de país, desarrollo tecnológico con sustentabilidad, innovación con tradiciones, saber científico con saber tradicional y visión de futuro con respeto por el pasado. Dicho esto, el presente artículo tiene como objetivo presentar y valorar desde una óptica actual, la gestión del talento humano en la apropiación social del conocimiento. En esa dirección las personas se convierten en el centro de atención y gestionarlas ya no es una opción; sino un requisito indispensable para el redimensionamiento estratégico de la sociedad bolivariana.
The advance of the revolutionary process is undeniable, nevertheless, the impact of the deformations, vices and influences of the immediate past, coupled with the dynamic and international geopolitical context on which we travel currently generates a structural problem that does not allow for sustained and balanced development of social policies. This speaks of the need to continue with the construction and development of new thoughts for the transformation of society. This will bring a performance system where conditions are created for people to contribute fully, with their talent, effort and dedication. Furthermore, it could ensure an endogenous outcome of which may promote the balance between universal knowledge with national sovereignty, freedom of research with national commitment, technological development with sustainability, innovation with tradition, scientific knowledge with traditional knowledge and vision with respect for the past. That said, this article aims to present and evaluate from a modern perspective, management of human resources in the social appropriation of knowledge. In that way people become the center of attention and manage them is no longer an option, but a prerequisite for strategic downsizing Bolivarian society.
