Description:
El ordenamiento territorial no está definido explícitamente en nuestra normativa, omisión grave pues debería ser política del Estado ecuatoriano para promover su ocupación de forma planificada y así propiciar procesos de desarrollo humano que mejoren progresiva y permanentemente las condiciones de vida la población residente u ocasional. El ordenamiento territorial implica, entre otros, los siguientes aspectos: Uso respetuoso y sustentable de los territorios en estado natural; Localización adecuada de las actividades económicas, extractivas, agropecuarias, manufactureras,
de servicios; Creación y mejoramiento progresivo de una red o sistema equilibrado e integrado de
centros poblados con adecuados niveles de accesibilidad; Dotación de equipamientos de uso colectivo, servicios e infraestructuras; Control de las actividades contaminantes; Descentralización y desconcentración de la economía en procura de un desarrollo regional armónico; Preservación de paisajes, vestigios arqueológicos y monumentos arquitectónicos e históricos.
