Durante la década de 1980, coincidiendo con el proceso de transición en América Latina, se desarrolló un rico debate en torno al régimen que más convenía para el mantenimiento y la profundización de la democracia en la región. Por un lado, se realizaron varios trabajos que centraban su atención en la necesidad de que las nacientes democracias ensayasen formas parlamentarias o con un mayor nivel de consociativismo. Otros trabajos, en cambio, defendieron la vigencia del presidencialismo, sobre todo apelando a razones de orden histórico y a la necesidad de gobiernos con la fortaleza y legitimidad suficientes como para poder llevar adelante los procesos de reforma que simultáneamente empezaban a debatirse en América Latina.
