En la década de los noventa, el movimiento indígena, a través de la Confederación de Nacionalidades Indígenas del Ecuador -CONAIE, logra posicionarse como un sujeto social y político en la esfera nacional. Desde el terreno extra-institucional, esto es, desde la activa, permanente y estratégica movilización social (levantamientos indígenas) coloca en la agenda nacional dos elementos fundamentales: i) la revitalización de la demanda reivindicativa relacionada con "los derechos particulares de los pueblos y nacionalidades indígenas, que permite el fortalecimiento de su proceso organizativo; ii) la formulación de una propuesta política para el país expresada en la construcción de un "Estado Plurinacional" cuya característica fundamental como el de la "inclusión" se sustenta en el cuestionamiento y ruptura con el modelo de Estado, de poder y de desarrollo que hist6ricamente ha excluido tanto a los pueblos indígenas cuanto a los sectores desposeídos.
