La noción de neopopulismo afirma la centralidad del líder político y su relación clientelar con las masas, a través de una postura anti sistémica, que paradójicamente se legitima dentro de la misma institucionalidad democrática-representativa. En este sentido, la ascensión al poder de candidaturas outsiders como las de Fujimori en Perú y Gutiérrez en Ecuador se inscribe dentro del fenómeno de la anti política neopopulista, en la medida en que ambos casos hacen referencia a liderazgos que surgieron desde fuera del sistema político, como respuesta a una crisis de representación acumulada durante el proceso de democratización.
