En el campo de la política comparada ha surgido un creciente interés en analizar el rol de las ideas y el discurso en la transformación de la política pública, no obstante, aún existe bastante controversia sobre cómo y bajo qué condiciones estos dos factores influyen en el cambio de las políticas públicas. En el documento se examinan los casos de Colombia y Ecuador, en referencia al éxito del caso colombiano para lograr la reforma de la salud a través de la Ley 100 de 1993, y se contrasta con el caso ecuatoriano, en cuyo caso durante el periodo de 1992-1997 se intentó concretar sin éxito la reforma. Ambos casos contribuyen a revelar cómo el rol del discurso y de las ideas, en combinación con factores institucionales, son determinantes en el proceso de reforma, a través de diversos mecanismos como la construcción de un imperativo de reforma, el discurso coordinativo y comunicativo, y el contenido normativo y cognitivo. En Colombia, la conformación de una fuerte coalición pro-reforma, junto con un consistente discurso coordinativo y comunicativo lograron enfatizar la necesidad del cambio; mientras en Ecuador, las entidades gubernamentales no lograron consensos, ni construir un contenido cognitivo y normativo convincente.
In the field of comparative public policy, there has been growing interest in exploring the role of ideas and discourse on the transformation of public policy. Nevertheless, there is still quite a bit of controversy about how and under what conditions these two factors influence the change of public policies. This paper focus on the cases of Colombia and Ecuador, with regard to the success of the Colombian case in achieving health reform through Law 100 of 1993 in contrast to Ecuador, where from 1992 to 1997 when attempts at reform we unsuccessful. Both cases contribute to an understanding of how the role of discourse and ideas, combined with institutional factors, are crucial to the reform process through various mechanisms such as path shaping, coordinative and communicative speech, and normative and cognitive content. In Colombia, the formation of a strong pro-reform coalition, along with a consistent coordinative and communicative discourse were able to emphasize the need for change while in Ecuador, different governmental agencies failed to achieve consensus of to build compelling cognitive and normative content.
