El presupuesto participativo es un mecanismo de control social difundido y promovido en los gobiernos locales argentinos. A raíz de esto, el tema cobró relevancia y visibilidad en el ámbito académico en distintas revistas, seminarios, publicaciones, etc. Sin embargo, al ser en la Argentina aún incipiente su debate teoríco, es usual encontrar conceptualizaciones de Presupuesto Participativo que incluyan características que responden a diseños institucionales específicos. Este trabajo propone una conceptualización de carácter procedimental de Presupuesto Participativo y representativa de las experiencias argentinas vigentes durante el año 2011. Asimismo, describe algunas variantes más usuales de su diseño institucional y agendas pendientes de investigación.
Participative Budget is used by Argentinean local governments for making social accountability. Since 2011, there were around 46 experiences in Argentina, everyone with its particular institutional design. At the sametime, in many publications defines his attributes like universal participation, redistribution,
adaptability, etc. however, each one of those adjectives are linked with a particular institutional design strategy. This article discusses the convenience of the different concepts of participative budget. First of all, I describe the mains institutional designs in terms of participative, territorial normative and financial dimensions. Finally, I propose a concept which represents all the different Argentinean cases.
