| Resumen / Abstract : | Este trabajo muestra los resultados del estudio realizado en el Caribe colombiano con el objetivo de analizar cuáles consecuencias en materia de Desarrollo Humano ha traído la implementación del Sistema General de Regalías-SGR en territorios de comunidades étnicas. Se analizó la información de 192 municipios de la región Caribe colombiana que tienen grupos étnicos en sus territorios y que en principio están obligados a destinar porcentajes de sus regalías para estos grupos. Sumado a esto se analizaron los 39 proyectos de enfoque étnico diferencial presentados al SGR entre el 2012 y el 2015. Todo esto permitirá dar cuenta sí la implementación del Sistema General de Regalías ha posibilitado a los grupos étnicos mejorar el acceso al sistema de salud y al sistema educativo a través del aumento de recursos de inversión de regalías y sí las comunidades han mejorado sus ingresos económicos a través de la financiación de iniciativas productivas para el aumento de estos ingresos. Resulta importante analizar igualmente cómo los representantes de los procesos organizativos étnicos han participado en los espacios de toma de decisiones habilitados por el SGR. This document shows the results of the study in the Colombian Caribbean region in order to analyze the consequences on Human Development brought out by the implementation of the National System of Profit-Sharing (Sistema General de Regalías-SGR) in territories inhabited by ethnic communities. For this purpose, data from 192 municipalities from the Colombian Caribbean region inhabited by ethnic groups within their territories that, in principle, must be assigned certain percentage from the profit-sharing was analyzed. Additionally, 39 projects with a differential ethnical approach submitted to SGR between 2012 and 2015 were analyzed as well. All this will allow us to see, on the one hand, if the implementation of the SGR has enabled the ethnic groups to improve the access to the healthcare system and the access to the education system through the increase of profit investment, and on the other hand, if the income of the communities has increased by financing productive initiatives. It is also important to analyze how the representatives of ethnic organizational processes have participated in decision-making spaces enabled by SGR. |
