El artículo discute el papel del Mercosur en la construcción de un amplio régimen de seguridad
en América del Sur; para lo cual se utiliza, apoyándose en la Escuela de Copenhague, un concepto
ampliado y profundizado de seguridad, donde el sector político gana relevancia explicativa.
Después de desarrollar la discusión teórica sobre las relaciones entre integración regional y
seguridad, se realiza una evaluación sobre cómo el Mercosur y la Unasur avanzan en la construcción
de un macro-régimen de seguridad regional. Este análisis nos lleva a sostener que la
región todavía no está en vías de constituir una comunidad de seguridad, sin embargo, la creación
del Consejo de Seguridad-Unasur alude a un posible avance en la cooperación en asuntos
estratégicos, inaugurando un momento nuevo en el regionalismo sudamericano.
This article offers an analysis of Mercosur’s role in the construction of a broad security regime in South America. To that end, based on the Copenhagen School, I use a broadened and deepened concept of security in which the political sector gains explanatory relevance. After developing the theoretical discussion on the relationship between regional integration and security, I evaluate how Mercosur and Unasur proceed in the construction of a macro-regime of regional security. This analysis brings us to maintain that the region is not yet on the way to constructing a security community. However, the creation of the Unasur Security Council suggests possible progress in cooperation on strategic matters, opening the way to a new moment in South American regionalism.
