Abstract
Description
The three-fold justification for collaboration between police and the armed forces in the Northern Triangle (El Salvador, Guatemala and Honduras) has generally included the persistent violence, the high level of insecurity, and the inabilities of police to address these problems. This article compares and considers the institutional challenges of police-military collaboration for the security sector in each country. The analysis focuses first on the legal framework that conditions such a collaborative strategy, and second on the materiality of budgets and the institutional capacities of personnel. The results of this strategy are analyzed based on available data. The argument ends with a reflection on existing challenges, demonstrating that inter-institutional accommodation has not been fully developed in areas that require greater accountability and transparency.
