Buscando mejorar los resultados entregados por el gobierno a la ciudadanía, a partir de los años ochenta se comenzaron a implementar reformas para modernizar la gestión pública. El paradigma dominante en este proceso fue la llamada Nueva Gestión Pública, que combina elementos de la teoría de la elección pública y el gerencialismo. Dos décadas después, hemos sido testigos de las consecuencias no deseadas que estas reformas produjeron: un gobierno más fragmentado y con menor capacidad de respuesta. Chile, no ha estado ajeno a estas tendencias y en la actualidad también ha sido afectado por las consecuencias no buscadas de las reformas: el sistema de evaluación del desempeño implementado en el país no se ha traducido en una mayor eficiencia en el uso de los recursos públicos. Debido a esto, investigadores y personeros del gobierno han señalado la necesidad de implementar nuevas reformas que permitan corregir los errores, tomando como referencia el enfoque de gobierno conjunto que ha surgido en países desarrollados.
Seeking to improve the results delivered by the government to the citizens, from the 80´s began to implement reforms to modernize public management. The dominant paradigm in this process was called New Public Management, which combines elements of the public choice theory and managerialism. Two decades later, we have witnessed the unintended consequences that these reforms were: a government more fragmented and less responsive. Chile has not been unaware of these trends and now has also been affected by the unintended consequences of reform: the performance appraisal system implemented in the country has not resulted in more efficient use of public resources. Because of this, researchers and the government representatives have indicated the need to implement new reforms to correct the errors, with reference to the whole of government approach that has emerged in developed countries.
