La resolución de los problemas educativos establece el escenario para el diseño de las políticas públicas en educación. Siguiendo el enfoque del ciclo de las políticas, este análisis hace hincapié en la pertinencia del diseño de las políticas públicas en educación. Se establecieron algunas dimensiones de análisis, tales como los fines y medios, la oportunidad, la eficacia, la congruencia, el consenso y la participación de las acciones institucionales, que constituyeron herramientas para analizar el diseño de las políticas educativas en Michoacán y Guerrero.
Solving the problems of education sets the stage for the design of public policies in education. Following the approach of the policy cycle, this analysis emphasizes the relevance of the design of public policies in education. They settled some dimensions of analysis, such as the ends and means, opportunity, efficiency, consistency, consensus and participation of institutional actions, which are tools to analyze the design of educational policies in Michoacan and Guerrero. To carry out this work, all the information generated with the design of policies are discussed and information hemerographic was very important to analyze the positions of different stakeholders to air their agreements and disagreements through the media. Finally, presents the results achieved
