Este estudo analisou acerca das Políticas Públicas de Acesso ao Ensino Superior: Entraves
que inviabilizam a entrada de alunos em vulnerabilidade social no Estado do Ceará. A
inserção na macro política das questões substantivas à escola pública é ainda um processo em
curso, cujos efeitos positivos são inegáveis. Circunscreve-se esse processo no âmbito da
reforma do Estado brasileiro prevalente nos anos de 1990, e as reformas educativas
decorrentes desse processo de reconfiguração da educação às novas determinações do
mercado. Visto tais aspectos, o presente estudo teve por questionamento identificar quais os
entraves que impedem o uso de políticas públicas educacionais como as de cotas de baixa
renda e de raça para os estudantes do ensino médio de Escolas do Estado do Ceará no acesso
ao ensino superior que são oriundos de famílias de baixo poder aquisitivo e em
vulnerabilidade social? Quanto à metodologia aplicada, o presente estudo caracteriza-se como
uma pesquisa qualitativa, a partir de uma análise do ambiente da pesquisa, classificação,
tipologia, amostra e população, bem como os instrumentos de coleta de dados utilizados neste
estudo, cuja proposta a desenvolveu-se articulando pesquisa bibliográfica documental e
empírica, subsidiada em obras e autores como: Carneiro (2011), Carvalho (2005), Damiani
(2006), Feres(1999), Hook(2020), Lebrego; Moreira; Pena (2021) dentre outros. O resultado
permitiu compreender a necessidade de uma melhor divulgação da lei de cotas no meio dos
estudantes mais vulneráveis. Concluímos que, a partir dos dados analisados pode-se inferir
que, embora o Programa precise ser melhor acompanhado e melhor articulado às demais
políticas públicas, mostrou-se um importante instrumento de inclusão social, uma política de
ação afirmativa de permanência que garante aos estudantes das classes desfavorecidas a
efetivação do direito à educação superior.
